Electronic Cash Ledger: Paying Customs Duty on ICEGATE
Activation, top-up and duty payment through the ECL wallet. Same-day challan expiry, the nightly portal outage, NEFT holidays that strand your money, and the status pair that means your payment bounced.

What is the Electronic Cash Ledger and who has to use it?
The Electronic Cash Ledger (ECL) is a prepaid wallet held against your ICEGATE registration. You put money into it, and customs duty is settled out of it. It replaces the older mental model where duty was simply an e-payment pushed through an authorised bank at the moment of assessment. Duty payment was disabled on the legacy portal, old.icegate.gov.in, with effect from 14 January 2024, so the ECL route on the current portal is the operative one.
Everything in this guide is drawn from two official ICEGATE documents: the ECL Advisory v0.9 dated 13 January 2024 (112 pages), and the ECL FAQs dated 12 January 2024.
Eligibility is by user type, and it is narrower than most people assume.

How do you activate an Electronic Cash Ledger account?
Activation is a one-time, two-OTP step. The literal path on the current portal:
Activation path
- 1 Log in or sign up on ICEGATE Use your existing ICEGATE credentials. If you do not have a registration, sign up first.
- 2 Dashboard → Services → E-Payment Then choose either ECL Duty Payment or ECL Wallet/Dashboard .
- 3 ECL Wallet/Dashboard → Activate Cash Ledger Account The activation control sits inside the wallet dashboard itself.
- 4 Enter both OTPs and click Validate One OTP goes to the registered mobile number and one to the registered email. Both are required.
- 5 Screen reads "Account is Active" That string is the confirmation. If you do not see it, the activation did not complete.
The ECL FAQs describe a variant path through Financial services → ECL → Activate ECL account . Both routes land in the same place; the portal menu labels have drifted between the two documents, so look for whichever wording your login shows.

How do you top up the ECL wallet and how long does the money take?
A top-up is its own challan, separate from a duty challan. The path:
Services → E-Payment → ICES/ECCS/ECL Topup Payment → log in → ECL Wallet/Dashboard → "Top-up Cash Leadger" → enter amount → Save Challan → Proceed for Payment → select from the list of unpaid challans → Proceed for Payment → NEFT (default) / RTGS / Netbanking
The misspelling in "Top-up Cash Leadger" is the portal's own, reproduced here so you recognise the button rather than hunting for a correctly spelled one.
For NEFT and RTGS, the portal generates a mandate form. You can either take it into net banking or print it and pay over the counter at your branch. If you lose the mandate form, regenerate it from ECL E-Payment Enquiry using Generate Form in the Action column. You do not need to start the challan again.

How do you actually pay duty from the ledger?
Once the wallet has balance, the duty payment itself is short:
ECL Duty Payment → ICES Custom Duty → Select Challan → validate → Proceed for Payment → NEFT/RTGS, Net Banking or ECL Wallet
Paying from the wallet requires an OTP to both the registered mobile and the registered email before you can hit Submit. The same double-OTP gate as activation. Two interface differences are worth knowing before you go looking for a button that is not there: ECCS uses Confirm Challan where ICES uses Select Challan ; and baggage runs through E-Payment → Baggage Declaration → ICES Custom Duty with Doc Type set to BD .
Challan search takes four inputs: Duty Type, Document Type, Location and Identification Number. The identification number is the field people get wrong, because it changes with the combination.

Why does a duty challan expire the same day?
Two clocks run against each other, and the collision is what catches importers.

Worked example: the 10:50 PM challan
An importer generates a duty challan at 10:50 PM on a Tuesday and intends to fund it with a NEFT top-up started at the same moment. Walk the arithmetic:
- 1 Portal goes down at 11:00 PM. Usable portal time from 10:50 PM = 11:00 − 10:50 = 10 minutes .
- 2 NEFT credit takes 30 to 60 minutes. Earliest credit = 10:50 PM + 30 min = 11:20 PM . Latest = 10:50 PM + 60 min = 11:50 PM .
- 3 Both of those land inside the 11:00 PM. 1:30 AM outage, so the money may credit but you cannot log in to spend it.
- 4 Portal returns at 1:30 AM Wednesday. The challan expired at 11:59 PM Tuesday. 1:30 AM − 11:59 PM = 91 minutes too late .
- 5 Net outcome: the top-up money is safely in the wallet (it never expires), the challan is dead, and the bill of entry slips a full working day. The wallet balance is the only thing salvaged.
The same challan generated at 3:00 PM against an existing wallet balance settles immediately, with 11:59 PM − 3:00 PM = 8 hours 59 minutes of slack and no exposure to the outage at all.
What do the two payment status columns mean?
To check anything, go to Services → E-Payment → ECL E-Payment Enquiry , select ICES, ECCS, SEZ or CE-ST, click Proceed, choose the time period and Submit.
What comes back is a two-leg status pair, not a single verdict: Bank/RBI/ECL Payment status (did the money move?) and Third Party Integration status (did ICES accept it against your document?). You have to read both.

Which banks work, and what do you do when payment fails?
There are 27 authorised banks, but only sixteen are live for net banking on ICEGATE. That gap is the practical reason so many importers end up on the mandate-form route without understanding why.

When things break, the fixes are unglamorous and mostly work:
Practical fixes
- Portal or mandate form misbehaving. Clear the browser cache, or use Shift+Ctrl+Delete. A stale cache is behind a surprising share of "the form won't generate" reports.
- Mandate form lost. Regenerate it from ECL E-Payment Enquiry using Generate Form in the Action column. Do not create a second challan.
- Challan missing or balance invisible. Raise a grievance with the ICEGATE helpdesk rather than re-paying and creating a second stranded amount.
- Wrong location on a top-up. Nothing to fix. A balance topped up at one location is spendable at any other.
- Escalation. Icegatehelpdesk@icegate.gov.in and 1800-3010-1000 .
The ECL does not sit alone. Two adjacent ICEGATE modules come up constantly in the same workflow:

ECL operating checklist
Set up once
- Activate the ledger before you need it, rather than discovering it was auto-created on a payment you cannot see
- Enable E-Payment for every child user who will handle duty (My Profile → Child Details → Enable/Disable Transactional Services)
- Confirm your bank is one of the sixteen live for net banking; if not, plan for the mandate form route and its 30. 60 minute credit window
- If you are a CHA, register the individual PAN you will use for top-ups. A company PAN will not work
Every duty payment
- Keep a working balance so a same-day challan is never blocked by an uncleared top-up
- Avoid Friday-evening top-ups before a second Saturday, and before 26 January, 15 August or 2 October
- Generate duty challans during the working day. Never after 10:30 PM, given the 11:00 PM outage and the 11:59 pm expiry
- Keep each transaction to 10 challans or fewer, and remember there is no part payment
- Use the correct identification number for the duty type and document type combination
- Pad a Baggage Declaration passport number to exactly 10 characters with trailing zeros
After paying
- Read both status columns, not just the bank leg
- Treat "credited to ECL" on a duty transaction as a failure signal, not a completion
- Download the enquiry in slices that respect the 50. 100 row cap, and keep the slices
- Never plan around a refund. The balance is only spendable on duty
