Why Packaging Matters for Exports
Cargo damage claims account for an estimated 2. 3% of total global trade value annually. For a mid-size Indian exporter doing Rs 10 crore in shipments, that is Rs 20. 30 lakh at risk from packaging failures alone. But direct damage is only part of the picture. Non-compliant packaging triggers customs rejections at destination ports, resulting in demurrage charges, re-export costs, and lost buyers.
Three categories of packaging failure hit Indian exporters most often: physical damage from inadequate cushioning or weak outer cartons, customs rejection for non-compliant wood packaging (missing ISPM 15 treatment stamps), and regulatory non-compliance with destination country marking and labelling requirements. Each of these is preventable with the right knowledge and process.
The stakes are higher than they appear. A single container rejected at a European port for missing ISPM 15 stamps can cost Rs 3. 5 lakh in fumigation, re-inspection, and storage charges. And the buyer may refuse to accept the goods at all. Beyond the immediate financial hit, packaging failures damage your reputation and make it harder to win repeat orders from quality-conscious importers.
ISPM 15: International Standards for Phytosanitary Measures
ISPM 15 is the single most important packaging regulation for international trade. It applies to all solid wood packaging materials (WPM) used in cross-border shipments. Pallets, crates, dunnage, and any raw or sawn wood used to brace or support cargo. The standard exists to prevent the international spread of wood-boring insects and plant diseases through untreated timber.
Under ISPM 15, all solid wood packaging must undergo an approved treatment before export. The most widely used method is heat treatment (HT) , which requires the wood to reach a core temperature of 56°C for a minimum of 30 minutes. The alternative (methyl bromide (MB) fumigation) is being phased out globally and is already banned in the EU and several other markets. After treatment, the wood must be stamped with the IPPC mark : the wheat-ear symbol, the country code (IN for India), the producer/treatment facility number registered with the Directorate of Plant Protection, Quarantine & Storage (DPPQS), and the treatment code (HT for heat treatment). Without this stamp, your shipment will be held at the destination port.
Over 180 IPPC member countries enforce ISPM 15, including all major Indian export destinations: the United States, the EU, France, China, Japan, South Korea, Australia, Canada, and Brazil. Enforcement varies (the US and Australia conduct random inspections at the port, while the EU relies more on documentary checks) but non-compliance is caught often enough that it is never worth the risk.
Packaging Material Types
Choosing the right packaging material depends on the product, the shipping mode (sea, air, or road), the destination country's regulations, and cost constraints. Here is a breakdown of the most common materials and when to use each.

Marking Requirements
Shipping marks
Every export package must carry shipping marks that allow the consignment to be identified, handled correctly, and delivered to the right consignee. Standard shipping marks include: the consignee's name or abbreviated code, the destination port, a unique case or package number (matching the packing list), the country of origin ("Made in India"), gross and net weight in kilograms, and outer dimensions in centimetres.
Handling symbols must follow ISO 780 (Packaging (Distribution packaging) Graphical symbols for handling and storage). These are the universally recognised pictorial markings: the umbrella for "keep dry," the broken wine glass for "fragile," the arrows pointing up for "this way up," and the thermometer for temperature-sensitive cargo. Text-based handling instructions ("FRAGILE" written in English) are not a substitute for ISO 780 symbols in international trade.
Country-specific origin marking
United States: Under 19 CFR Part 134, every article of foreign origin imported into the US must be marked with the English name of the country of origin ("Product of India" or "Made in India") in a conspicuous, legible, and permanent manner. The marking must be on the outermost container that reaches the ultimate purchaser. Failure to comply results in a 10% ad valorem duty penalty on top of regular duties. Hazardous goods packaging
If you export hazardous materials (chemicals, flammable substances, corrosives, or any goods classified under the UN Recommendations on the Transport of Dangerous Goods) your packaging must carry UN packaging codes . These alphanumeric codes (e.g., UN 4G for fibreboard boxes, UN 1A1 for non-removable head steel drums) certify that the packaging has been tested and approved for transporting that class of dangerous goods.
For sea freight, the packaging must also comply with the IMDG Code (International Maritime Dangerous Goods Code), which specifies diamond-shaped hazard labels, proper shipping names, and UN numbers that must appear on every package. Non-compliance with IMDG requirements will result in the shipping line refusing to load your container.
EU Packaging Regulations
The EU is the most regulated market for packaging compliance. Indian exporters shipping to any EU member state need to be aware of multiple overlapping requirements that go well beyond basic shipping marks.
PPWR (Packaging and Packaging Waste Regulation): The PPWR is replacing the earlier Packaging and Packaging Waste Directive (94/62/EC) with directly applicable rules across all EU member states. It sets targets for recycled content in packaging, mandates recyclability requirements, and restricts certain single-use packaging formats. For Indian exporters, the key implication is that your packaging must be designed for recyclability in the destination market.
EPR (Extended Producer Responsibility): Under EPR schemes, the entity that places a packaged product on the EU market is responsible for funding the collection, sorting, and recycling of that packaging. In practice, this means your EU importer must register with the national EPR scheme (e.g., Citeo in France, Der Grüne Punkt in Germany) and pay fees based on the weight and material of the packaging you send. You need to provide your importer with accurate packaging weight and material composition data for their EPR declarations.
Recycling symbols are also important. The Möbius loop (chasing-arrows triangle) indicates the packaging is recyclable. The Green Dot (Der Grüne Punkt) indicates the producer has contributed to a packaging recovery scheme. Your EU buyer will typically specify which symbols they need on the packaging. Weight and Dimension Standards
Packaging dimensions must work within the constraints of standard shipping containers and pallets. Getting this wrong means wasted container space (and higher per-unit freight costs) or, worse, cargo that physically does not fit.

Pallet sizes vary by destination market. The Euro pallet (EUR/EPAL) measures 800mm × 1200mm and is the standard in Europe. The US/ISO pallet measures 1000mm × 1200mm and is standard in North America and parts of Asia. Using the wrong pallet size means your cargo does not fit optimally in the container or the buyer's warehouse racking.
To maximise container utilisation, design your carton dimensions as multiples of the pallet footprint. For a Euro pallet (800 × 1200mm), common carton footprints are 400 × 300mm (8 cartons per pallet layer), 400 × 600mm (4 per layer), or 600 × 400mm. For US pallets, work with 500 × 400mm or 500 × 600mm. Getting carton dimensions right at the design stage can improve container utilisation by 15. 20%.
Packaging for Specific Products
Textiles & garments
Individual garments in polybags (with suffocation warning for US/EU markets), packed into corrugated cartons. Carton weight should not exceed 20. 25 kg. Chemicals

Food products
Food-grade packaging materials only. No recycled cardboard for primary packaging. Must be FSSAI-compatible for Indian regulatory compliance and meet destination country food contact material regulations (FDA 21 CFR for the US, Regulation EC 1935/2004 for the EU). Cold chain products need insulated packaging with temperature indicators. Fumigation certificates required for many agricultural products.
Electronics
ESD (electrostatic discharge) protection is mandatory. Anti-static bags for components, ESD foam inserts for assembled products. Cushioning with EPE (expanded polyethylene) foam or moulded pulp inserts. Double-wall corrugated cartons minimum. Drop-test your packaging to ISTA 2A or 3A standards before your first shipment. Common Packaging Mistakes
These are the packaging errors we see most often with Indian exporters. Each one has caused shipment rejections, damage claims, or customs delays.
- Overweight cartons: Cartons exceeding 25 kg for manual handling. Destination warehouse workers will refuse to unload them, and you face workplace safety violation claims. Design cartons for a maximum 23 kg gross weight.
- Insufficient cushioning: Using newspaper or loose packing peanuts instead of engineered cushioning. Sea freight containers experience significant vibration and shock. Products need proper foam inserts, air pillows, or moulded pulp to survive the journey.
- Wrong pallet size: Shipping on US-size pallets (1000 × 1200mm) to a European buyer whose warehouse racking is built for Euro pallets (800 × 1200mm). Confirm pallet specifications with your buyer before the first shipment.
- Missing ISPM 15 stamp: Using raw wood pallets or dunnage without the IPPC heat-treatment stamp. This is the most common reason for packaging-related customs holds at US, EU, and Australian ports.
- No moisture protection: Corrugated boxes on sea freight without poly lining or desiccants. Container rain (condensation inside the container during transit) will damage unprotected cartons within days.
- Incomplete shipping marks: Missing the country of origin, omitting handling symbols, or using handwritten marks that become illegible. Marks must be printed, weather-resistant, and visible on at least two sides of the package.
Cost Optimization Tips
Packaging typically accounts for 1. 3% of the FOB value of a shipment. That may sound small, but across a year of exports it adds up. Here are practical ways to reduce packaging costs without compromising compliance or protection.
- Right-size your cartons. Oversized cartons waste space and require more void fill. Design carton dimensions to fit the product snugly with just enough clearance for cushioning material. This improves container utilisation and reduces material costs.
- Switch to plywood for ISPM 15 avoidance. The marginal cost increase for plywood pallets (Rs 200. 400 per pallet) is often less than the heat treatment cost (Rs 150. 300 per pallet) plus the risk of a rejected shipment.
