MSME Schemes for Exporters & Manufacturers
CGTMSE collateral-free loans, PMEGP subsidy, CLCSS capital subsidy, ZED certification, Udyam registration, and how to apply.

Why Is Udyam Registration Your First Step?
Udyam Registration replaced the old UAM (Udyog Aadhaar Memorandum) in July 2020 and is now mandatory for accessing any central MSME scheme. The registration is entirely online, free, and permanent. No renewal is required.

Collateral-Free Loans. CGTMSE
The Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE), managed by SIDBI and the Ministry of MSME, removes the single biggest barrier for small exporters: collateral requirements. Banks hesitate to lend to MSMEs without property collateral. CGTMSE steps in as a guarantor, covering 75-85% of the default risk.

Subsidies for New Manufacturers. PMEGP
The Prime Minister's Employment Generation Programme (PMEGP) is a credit-linked subsidy scheme administered by the Khadi and Village Industries Commission (KVIC). It targets first-time entrepreneurs setting up new manufacturing or service units. The government provides a margin money subsidy. Effectively a non-refundable grant that reduces your effective loan amount.

Technology Upgradation. CLCSS
The Credit Linked Capital Subsidy Scheme (CLCSS) incentivises MSMEs to upgrade their production technology. Instead of a margin money subsidy on the entire project, CLCSS provides a direct 15% capital subsidy on institutional finance (bank loan) taken for technology upgradation. Capped at Rs 15 lakh on a maximum eligible loan of Rs 1 crore.

The 51 approved sub-sectors include food processing, textiles, leather, chemicals, pharmaceuticals, electrical equipment, auto components, and several others common among Indian exporters. The subsidy is routed through nodal agencies (SIDBI, NABARD, or the lending bank) and credited directly to your loan account, reducing the outstanding principal.
Quality Certification. ZED
Zero Defect Zero Effect (ZED) is a certification scheme that rates MSMEs on quality management and environmental sustainability. For exporters, ZED certification serves a dual purpose: it reduces rejection rates (critical for international buyers with strict QC requirements) and qualifies you for subsidised certification costs and interest rate concessions.

ZED has five certification levels: Bronze, Silver, Gold, Diamond, and Platinum. Each level assesses parameters across quality, design, IPR, technology, and environmental practices. Certified MSMEs also get a concession of up to 0.75% on interest rates from select lending institutions.

Other MSME Schemes
NSIC Raw Material Assistance
The National Small Industries Corporation (NSIC) provides financial assistance to MSMEs for procuring raw materials. Both domestic and imported. NSIC finances raw material purchases for up to 90 days and handles import documentation including Letters of Credit, customs clearance, and port handling. This is particularly valuable for exporters who need imported inputs but lack the working capital or LC facility to procure them independently.

MSME Samadhaan. Delayed Payment Monitoring
Under Section 15-24 of the MSME Development Act, 2006, buyers must pay MSMEs within 45 days of acceptance of goods or services. If payment is delayed beyond 45 days, the buyer is liable to pay compound interest at 3x the bank rate notified by RBI. MSME Samadhaan is the online portal where MSMEs can file delayed payment cases directly against buyers. The case is referred to the Micro and Small Enterprises Facilitation Council (MSEFC) of the relevant state.

MSME Champions Scheme
Champions is an umbrella scheme that consolidates several MSME support components including ZED Certification, LEAN Manufacturing, Design, and IPR support. The Champions Control Rooms across India also function as grievance redressal and handholding centres for MSMEs facing issues with lending, raw material, labour, or regulatory compliance.

Stand-Up India
Stand-Up India facilitates bank loans between Rs 10 lakh and Rs 1 crore to at least one SC/ST borrower and one woman borrower per bank branch for setting up a greenfield enterprise in manufacturing, services, agri-allied activities, or trading. The loan is collateral-free (covered by CGTMSE) and available as a composite loan covering both term loan and working capital.

RAMP. Raising and Accelerating MSME Performance
RAMP is a World Bank-assisted programme (USD 808 million, approved 2022) that works through state governments to strengthen MSME institutions, improve market access, and build technology adoption capacity. Unlike direct-benefit schemes, RAMP funds state-level projects. Common facility centres, testing labs, technology hubs, and export promotion clusters. Exporters benefit indirectly through improved infrastructure and reduced compliance costs in participating states.

How to Apply. Quick Reference
Every scheme listed here is accessible online. The typical flow is: register on Udyam first, then apply for individual schemes through their respective portals or through your bank.
Step 1
Get Udyam Registration
Visit udyamregistration.gov.in. You need Aadhaar (proprietor/partner/director) and PAN. The certificate is generated instantly. This is a prerequisite for every other scheme.
Step 2
Apply for Loan / Subsidy Schemes
For CGTMSE: approach any member lending institution (bank/NBFC) with your Udyam certificate and project report. The bank applies for CGTMSE guarantee cover on your behalf. For PMEGP: apply at kviconline.gov.in/pmegpeportal with your project proposal. For CLCSS: apply through your bank's MSME cell with details of technology upgradation.
Step 3
Get ZED Certified
Register at zed.msme.gov.in, complete the free self-assessment, then request third-party assessment. Subsidy is applied automatically based on your Udyam classification.
Step 4
Use Support Schemes as Needed
File delayed payment cases on samadhaan.msme.gov.in. Apply for raw material assistance through NSIC. Check champions.gov.in for grievance redressal and additional support.
