India's Spice Export Landscape
India exported over $4.5 billion worth of spices and spice products in FY 2024-25, making it the world's largest spice exporter by volume and value. The country produces over 75 varieties of spices, but the bulk of export revenue comes from seven flagship commodities: black pepper, chilli (capsicum), turmeric, cumin, cardamom, coriander, and ginger .
The top destination markets are the United States, China, Vietnam, Bangladesh, the UAE, Malaysia, the United Kingdom, Sri Lanka, Germany, and Saudi Arabia. The EU collectively is the largest regional buyer, but also the most demanding on quality and safety parameters. Understanding the compliance landscape is not optional. It is the difference between a profitable shipment and a rejected container sitting at the port of Hamburg or Newark.
Spice exports from India are governed by a layered regulatory framework: the Spice Board of India handles registration and quality certification, FSSAI sets domestic food safety standards, and every destination country applies its own import rules on pesticide residues, aflatoxins, microbiological contamination, and labeling. An exporter must satisfy all layers simultaneously.
Spice Board of India: Registration and Certification
The Spice Board of India, established under the Spices Board Act, 1986, is the apex body for the development and promotion of Indian spice exports. For exporters, the Board serves four critical functions: registration, quality certification, laboratory testing, and export promotion .
Registration requirements
- Valid IEC (Importer-Exporter Code) from DGFT. This is the prerequisite for all export documentation.
- GST registration certificate.
- Bank certificate and proof of business premises (lease deed or ownership document).
- The Spice Board issues a Registration-cum-Membership Certificate (RCMC) valid for five years. Renewal must be filed before expiry.
- Without RCMC, customs will not clear spice export consignments and you cannot claim Spice Board subsidies or participate in buyer-seller meets.
The Spice Board also operates quality evaluation laboratories in Kochi, Mumbai, Delhi, Chennai, and Guntur. These labs test for pesticide residues, aflatoxins, heavy metals, and microbiological contamination. Pre-shipment testing through a Spice Board lab or an NABL-accredited laboratory is strongly recommended, and for certain markets (EU, Japan) it is effectively mandatory to avoid border rejections.
Quality Standards: FSSAI, ASTA, ESA, and ISO
Spice quality is measured against multiple standard frameworks depending on the destination market. Indian exporters must understand at least four key systems.
FSSAI Standards for Export
The Food Safety and Standards Authority of India (FSSAI) sets baseline quality and safety standards under the Food Safety and Standards Act, 2006. For spice exports, the relevant regulations cover maximum limits for FSSAI compliance including aflatoxins, pesticide residues, heavy metals (lead, arsenic, cadmium), moisture content, and extraneous matter. FSSAI also mandates that food processing units hold an FSSAI licence and follow good manufacturing practices (GMP).
ASTA Cleanliness Specifications
The American Spice Trade Association (ASTA) publishes cleanliness specifications that are the de facto standard for the US market. These specs measure physical contamination: insect fragments, rodent hairs, mould, extraneous matter, and whole dead insects. ASTA grades are expressed as maximum counts per unit weight. US buyers almost always require an ASTA cleanliness certificate, and many global buyers use ASTA specs even outside the US.
ESA Quality Minima
The European Spice Association (ESA) publishes quality minima documents that cover physical characteristics (moisture, ash, volatile oil, extraneous matter), microbiological limits (aerobic plate count, E. Coli, Salmonella, yeasts and moulds), and chemical contaminants. ESA quality minima are the benchmark for EU buyers. Indian exporters selling to Europe should treat ESA standards as their quality floor.
ISO Standards
Several ISO standards apply to specific spices: ISO 959 for black pepper and white pepper (specifying moisture, extraneous matter, non-volatile ether extract, piperine content, and bulk density), ISO 3632 for saffron (classifying saffron into grades I, II, III based on crocin, picrocrocin, and safranal content), and individual ISO standards for turmeric (ISO 5562), chillies (ISO 972), ginger (ISO 1003), and coriander (ISO 2255). ISO certification is not always mandatory, but it strengthens buyer confidence and can be a differentiator in competitive tenders.
Key Compliance Requirements
Beyond quality grading, spice exports face five critical compliance parameters that cause the most border rejections and RASFF alerts.
Pesticide Residue Limits (MRL)
Every destination country sets Maximum Residue Limits (MRLs) for pesticides in food. The EU has the strictest MRLs globally. Often 10x lower than those applied by the US or Codex Alimentarius. For example, the MRL for chlorpyrifos in pepper is effectively zero in the EU (set at the limit of detection, 0.01 mg/kg), while other markets allow higher tolerances.
Aflatoxin Limits
Aflatoxins are carcinogenic mycotoxins produced by Aspergillus fungi, commonly found in spices stored in warm, humid conditions. The EU limits are: aflatoxin B1 less than 5 ppb and total aflatoxins (B1+B2+G1+G2) less than 10 ppb . The US FDA acts at 20 ppb total aflatoxins. Chilli, turmeric, ginger, and nutmeg are the spices most frequently flagged for aflatoxin non-compliance from India.
Sudan Dye Testing
Sudan dyes (Sudan I, II, III, IV and Para Red) are industrial dyes sometimes added to chilli powder and turmeric to enhance colour. They are classified as category 3 carcinogens. The EU, US, and most major markets have zero tolerance for Sudan dyes in food. Every consignment of chilli and turmeric is tested at the border. Detection of any Sudan dye results in immediate rejection, destruction of the consignment, and an alert on the RASFF system that affects all subsequent shipments from the exporter.
Salmonella and Microbiological Limits
Salmonella must be absent in 25g of sample. This is a non-negotiable requirement across virtually all markets. Beyond Salmonella, buyers and regulators check aerobic plate count (APC), E. Coli, coliforms, and yeast and mould counts. The ESA quality minima specify: APC max 1 million CFU/g, E. Coli max 100 CFU/g, Salmonella absent in 25g, yeast and mould max 100,000 CFU/g. Spices that undergo steam sterilisation consistently meet these thresholds.
Heavy Metals
Lead, cadmium, arsenic, and mercury are tested in spice consignments. The EU sets maximum levels for lead at 0.60 mg/kg in dried herbs and spices, cadmium at varying levels depending on the spice, and inorganic arsenic at specific thresholds. Heavy metal contamination in spices typically originates from contaminated soil or irrigation water, making sourcing and traceability critical.

Common Rejection Reasons for Indian Spice Shipments
Based on RASFF alerts, FDA import refusals, and Japanese border inspection data, the three most frequent reasons Indian spice consignments are rejected at foreign ports are:
Ethylene oxide contamination (EU)
The single biggest source of RASFF alerts for Indian food exports since 2020. Cumin, sesame seeds, and spice blends are the most-flagged products. The EU's near-zero tolerance means any detectable level triggers rejection. Exporters must eliminate ethylene oxide from their sterilisation process entirely for EU-bound consignments.
High aflatoxin in chilli and nutmeg
Chilli powder and whole nutmeg from India are consistently flagged for aflatoxin levels exceeding EU limits. The root cause is improper drying and storage in humid conditions. Pre-shipment lab testing, controlled storage environments, and sourcing from GAP-certified farms significantly reduce aflatoxin risk.
Pesticide residues in cumin and curry leaves
Cumin from Rajasthan and Gujarat and curry leaves from South India frequently fail EU and Japanese MRL checks. The pesticides most commonly detected include triazophos, acephate, chlorpyrifos, and carbendazim. All either banned or tightly restricted in the EU. Exporters must work with farmers to implement integrated pest management and ensure a sufficient pre-harvest interval for any applied pesticides.

Spices are classified under Chapter 09 of the Harmonized System. Correct HS code classification is critical for customs clearance, duty calculation, and claiming export incentives like RoDTEP. Export Incentives and Subsidies for Spice Exporters
Indian spice exporters can access several incentive schemes that improve margins and offset compliance costs.
Key incentive programmes
- RoDTEP (Remission of Duties and Taxes on Exported Products): refunds embedded central, state, and local taxes not otherwise rebated. Rates for spices under Chapter 09 range from 0.5% to 4.3% of FOB value depending on the specific HS code.
- Spice Board subsidy schemes: partial reimbursement for organic certification costs, quality upgradation of processing units, purchase of lab equipment, and participation in international trade fairs and buyer-seller meets.
- Quality upgradation programme: the Spice Board offers financial assistance up to Rs 5 lakh for setting up or improving spice processing infrastructure (colour sorters, steam sterilisation units, metal detectors).
- Market Development Assistance (MDA): reimbursement for travel and stall costs at approved international exhibitions, capped at Rs 2 lakh per trip.
- APEDA and MPEDA cross-listing: spice exporters who also export value-added food products can register with APEDA to access additional schemes for processed food exports.
Packaging and Labeling Requirements for Spice Exports
Packaging and labeling requirements vary by destination market, but certain fundamentals apply universally. Getting these wrong can result in customs holds or buyer rejection even if the product quality is perfect.
Packaging: Spices must be packed in food-grade packaging that protects against moisture, light, and contamination. Jute bags are acceptable for bulk whole spices (pepper, cardamom), but ground spices must be in moisture-proof, multi-layered flexible pouches or food-grade HDPE containers. Vacuum-sealed or nitrogen-flushed packaging extends shelf life and reduces aflatoxin risk during transit. The EU requires that all food-contact materials comply with Regulation (EC) 1935/2004.
Labeling: At minimum, labels must include the product name (common name and botanical name), country of origin (India), net weight, batch/lot number, manufacturing and expiry dates, name and address of the exporter and importer, storage instructions, and a list of ingredients (for spice blends). The EU requires allergen declarations, nutritional information per 100g, and the label must be in the official language of the destination country. The US requires nutrition facts labeling and FDA facility registration number. The UAE requires Arabic translation on all labels. Japan requires labeling in Japanese with specified font size minimums.
